The Current Situation
Little attention has been given to the many problems arising out of the multiplicity of institutions that have been created to deal with the management of water and related resources. For example, at the Federal level alone, there are more than thirtyâno one is really sure how manyâmajor agencies dealing with water resources research, education, planning, program implementation, and overview. Of course, in the Congress there are several subcommittees, in both Houses, that have authority over these agencies and/or their budgets.
At the regional level there are a variety of instituions dealing with water including river basin commissions, interstate compact agencies, several interagency coordinating committees, and the regional economic assistance commissions.
In each of the fifty States there is at least one major water agency, and most States have water management functions relegated to several different agencies. For example, in Nebraska there are nine major State agencies with important functions in water planning and management.
At the local level there are uncounted numbers of agencies related to this effort, some directly and some indirectly. These include water supply and wastewater control districts, natural resource districts, county planning and water agencies, city planning and water agencies, irrigation districts, rural water districts, and conservation districts.
At present, these agencies act largely on their own, and their activities relate primarily to a very narrow set of interests. There is little in the way of agencies or agency authority for providing overall policy direction to these activities; for assuring at all levels of government a balanced, considerate, comprehensive view of water problems and their possible solutions.
Furthermore, formal direct linkages between coordinating bodies, where they exist, and the various agenciesâimperative to the coordinated implementation of water policy and to the coordination of water policy with other areas of national policyâ-are practically nonexistent.
